Understanding California Theft Crime Laws

California theft laws are found in the Penal Code and address a broad spectrum of conduct, ranging from shoplifting to embezzlement. California Penal Code § 484 establishes theft as the unauthorized acquisition of someone else’s property, along with the intention of permanently taking it away from its rightful owner. Theft charges can be either petty theft or grand theft, depending on the value of the property and the circumstances involved.

Petty theft occurs when property valued at $950 or less is stolen. Grand theft exceeds this amount. Grand theft can also include cases involving specific items regardless of monetary value, such as vehicles or firearms. There were 560,414 total larceny-theft incidents in 2023 in California. That same year, there were also 132,574 burglaries and 195,853 motor vehicle thefts.
